you mean before restart the cluster ,you got a table 
tasks_scheduler_external.tasks in the cluster(all nodes) already ,then doing 
restart and cql "

CREATE KEYSPACE IF NOT EXISTS tasks_scheduler_external WITH replication =

{'class': 'SimpleStrategy', 'replication_factor': '3'}

" was done 

then the schema be changed? right ?

or we can communite through  IRC or other  like slack?
