I think we still want to run the algorithm in the dtests if possible, at least the ones that have to do with cluster membership and consistency like bootstrap, replace, decommission, and tests involving range movements in general. That's the idea, just those dtests where tokens can be pre-generated (but still in the same manner) would take advantage of this.
