Access Tokens can sometimes be used for orgs with 2FA or SSO auth running in
non-interactive contexts. Is that not applicable here?

I believe that is still the intent, but there is still work to do, and we were
wanting to get past 4.0 as well. There's an open CEP discussion about it.
imo, we should go back to bundling the source zip until the drivers land in
ASF, then we could revisit how we include based on how builds and releases are
done there.
