I don't think making this toggle-able is a good outcome, because the feature is
known to be broken, and making it toggable will allow advanced users to disable
it while leaving unaware users with the broken default behavior.
I think the best way forward would be one of the following:
a) disable it by default until we fix the feature
b) fix the feature
c) remove the broken feature altogether
I think we should strive to have good defaults and make it harder for people to
shoot themselves in the foot.
