[~mmuzaf] since the dev@ thread hasn't produced actionable comments, I take 
that as we can define it here.  Thanks for brining this to the mailing list!

For me I feel that the annotations method is probably the best solution as its 
explicit; feel we could use a "Mutable" annotation (open to other names) and 
default to immutable... this will allow us to slowly migrate configs to mutable 
and not block this patch on migrating everything.
