I haven't had a chance to look yet, but how hard is restoring the behavior that 
ccm is expecting? We aren't the only consumers of ccm so breaking something 
there could have greater impact, and working around it in the dtests isn't a 
friendly solution either.

If we must break ccm, then definitely trunk only.
