I want to volunteer to rebase and fix the current patch here after the last 3
CEPs land.
I think further about the size of changes; the type of change and complexity
also matter. Let's keep it simple. It will be easier and faster for me to deal
with all this at the end and then push it to people to fix their javadocs for
the next release cycle. TCM is already quite a work, so I will be happy to help
get this patch out of your way [~samt]. It will still be in for the alpha where
TCM is in.
