To be clear, in case it wasn't apparent, if you have a crack at this there 
should be a single {{ThreadLocal<ThreadMetrics>}} object for managing *all* 
metrics; each metric should simply allocate an index that can be used to find 
an offset in the relevant {{ThreadMetrics}} array (probably there will be 
separate {{long[]}} and {{double[]}} for EWMA). The array index can then be 
updated/queried as normal without worrying about concurrency.
