my thought is (1) InvalidParameterValueException is used for api parameters;
(2) IllegalArgumentException is used for Enum methods, similar as
`java.lang.Enum.valueOf()` which throws IllegalArgumentException if specified
name cannot be found.
correct me if I am wrong.
