For shared networks, there is no Egrees rules tab as the default egress
policy is deny
If you have created a shared network with service offerings > network
offerings> ([DefaultSharedNetworkOffering)

You can also try to create a shared network with service offerings > network
offerings> QuickCloudNoServices to check if it matches your requirement

You have to create an isolated network if you want to see the egreess tab
