The management server is running on a separate vm than its mySQL db. both
are running Ubuntu 22.04.03 LTS, KVM Hypervisor.

We can not switch a template to be used as a system template. we get the
error "System and Builtin templates must be cross zone". We are unable to find
what we need to enable for this to work.

Go to Images>Templates. Selected an uploaded template and change the
template type to system
