ufw is indeed a dependency of cloudstack-agent package, so does iptables
on my kvm host, both are installed without any problem
```
kvm1:~# dpkg -l |grep -E "iptables|ufw"
ii iptables 1.8.10-3ubuntu2
amd64 administration tools for packet filtering and NAT
ii ufw 0.36.2-6
all program for managing a Netfilter firewall
```
