### What problem does this PR solve?
In the past, FE only supported time types without scale.
Although some functions can return time types with scale, they cannot be
written manually.
now

mysql [test]>select cast(300 as time(4));

+---------------------+

mysql [test]>select cast(300 as time(7));
ERROR 1105 (HY000): errCode = 2, detailMessage = Scale of Datetime/Time must
between 0 and 6. Scale was set to: 7
```
