Point 3 is now addressed as well: the local-file guard checks the registered topology (getAllBackendIds(false)), so a deployment with two registered BEs and one alive no longer passes; a two-registered-one-alive dispatch test was added (ed204c215). Points 1 and 2 landed earlier with the capacity rework (ddd3f9182) and the pause barrier (ac364a554).
