I'd like to pick this up for the 38 line. I checked both branches, and on master examples/bin/verify-java already only accepts 25 after #19707, so there's nothing to change there, but on the 38.0.0 branch the check still only lets 17 and 21 through and the message says the same, even though the 38 docs list 21 and 25 as supported. My plan is a small PR against 38.0.0 that makes verify-java accept 21 and 25 and updates the message to match, so it lines up with the docs.
