The x86 job still uploads `.m2/repository/org/apache/arrow/` below, but this
change removes the copy from the image cache into that workspace directory.
Because `ci-velox-buildstatic-centos-8.sh` runs with `--build_arrow=OFF`, the
jars remain under `/root/.m2`; the uploaded Arrow artifact will therefore be
empty/missing, causing the three x86 packaging jobs' download steps to fail.
Restore the copy used by the ARM and enhanced nightly jobs.
