## What changes are proposed in this pull request? Adds a native Kafka connector for Velox using librdkafka, with partition and offset handling, connector registration, and unit tests. Part 2 of the Kafka work from #13130. Depends on #13182. ## How was this patch tested? Added tests using librdkafka’s mock cluster. Formatting and license checks passed.
