This is already fixed on `main` by #14433 (merged for #14432): 1. REST handlers that take a body call `IcebergRESTUtils.validateRequest`, so a missing body or a request that fails its own `validate()` returns HTTP 400. 2. Create-namespace and rename-table/view authorization handlers reject a missing body / namespace / source / destination with `BadRequestException` (400) instead of NPE→500 or 403.
