Addressed: request OpenAPI now lists both lowercase and uppercase built-in
`policyType` values (enums, `discriminator.mapping`, and custom `not.enum`), so
`SYSTEM_ICEBERG_COMPACTION` + `{"maxPartitionNum":5}` validates against the
top-level create/update request schemas. Response schemas remain canonical
lowercase. Description updated accordingly; added a create example with the
uppercase form. `./gradlew :docs:build` passes.
