Re-reviewed e7a1d3e: no further blocking findings. The shared resolver is a reasonable scope for this fix; I don't think further restructuring is needed just to reduce the diff. A smaller variant using Jackson's built-in case-insensitive lookup failed under a Turkish default locale, while the current implementation passed the same test. One remaining cleanup: please update the PR title and description. The final behavior is case-insensitive acceptance of known `policyType` values, canonical lowercase storage/responses, and a type-named 400 for unknown values.
