### What changes were proposed in this pull request? Return HTTP 400 with error code 1001 for Jersey query-parameter conversion failures. Preserve other parameter mappings, add HTTP regression tests for job output limits, and document the job GET endpoint's 400 response. ### Why are the changes needed? Malformed query values currently return 404 before the resource method runs, making invalid input look like a missing resource. The new tests reproduce this with non-numeric and overflowing `outputMaxLines` / `outputMaxBytes` values. Fixes #14633 ### Does this PR introduce _any_ user-facing change? Typed query-parameter conversion failures on the metadata API now return HTTP 400 / code 1001 / type IllegalArgumentException instead of HTTP 404 / code 1003 / type QueryParamException. Path/matrix parameter errors and resource-not-found responses retain their existing behavior. ### How was this patch tested? - Reproduced the six HTTP failures and mapper failure before the fix. - All 51 targeted tests passed: server exception mappers and TestJobOperations, including valid/default output limits and missing jobs. - Scoped Spotless checks, :docs:build, and :server:javadoc passed. - Full-suite and deployed-server integration tests were not run. -- This is an automated message from the Apache Git Service.
