For example, --target-base-path=/mytable/ --snapshot-prefix=2020/03/03 and the output data will reside in `/mytable/2020/03/03/`. After removing --snapshot-prefix, the users will simply set --target-base-path=/mytable/2020/03/03/. This is a redundant param that should be removed from the RFC document too. It is not meant to use on --source-base-path.
