What should be done here:
* 0.x upgrading to 1.0 table: add new merge mode configs and remove deprecated
ones if needed. Then 1.0 release should be able to read the table with the
correct merging behavior.
* 1.0 downgrading to 0.x table: remove new merge mode configs and add ones in
0.x. Then 0.14/15 release should be able to read the table with the correct
merging behavior.
