### Change Logs
- Reduce listing calls required to perform table services when initializing
the metadata writer.
- Reduce redundant listing calls in the metadata writer
- Reduce listing in clean planner
### Impact
- Added some basic counters for listing in the `/metadata` directory and see
over 20% reduction in listing calls in the DeltaStreamer test suite.
- In case where the cleaner does not have anything to clean, we remove an
extra listing call. This will apply to both data and metadata timelines.
