We are looking to fix table version 9 creation here
https://issues.apache.org/jira/browse/HUDI-9638
where table props may not contain the payload class set.
But we are not able to test it out end to end, since the writer path is not
fully fixed to account for non payload HoodieRecord for applicable flows.
So, filing this tracking ticket for any pending work to be addressed once all
dependent patches are landed.
