### Bug Description **What happened:** When we are doing `getAllCommitsTimeline`, we are not receiving the restore instants as a part of it **What you expected:** Since restore instant part of active timeline, it should be returned as a part of all commits timeline **Steps to reproduce:** 1. create a restore instant 2. reload the table meta client 3. try to get the all commits timeline ### Environment **Hudi version:** **Query engine:** (Spark/Flink/Trino etc) **Relevant configs:** ### Logs and Stack Trace _No response_ -- This is an automated message from the Apache Git Service.
