### Task Description **What needs to be done:** Wire RocksDBPartitionedIndexBackend into DynamicBucketAssignFunction — Behind the disabled-by-default flag, allow DynamicBucketAssignFunction to construct/hold the new backend instead of RecordLevelIndexBackend.
