Retracting: the attribution here is wrong. On a properly isolated checkout, master 2460f8bed20a passes this test (my earlier 'master' baseline had accidentally run my own PR branch, #19717). The rollback mechanism described is real but is triggered by a gap in #19717's changed code (re-initializing an already-completed index partition), not by master.
