Disclosure: I work on [Runnerhut](https://runnerhut.com). The proposed merged Flink job is measured at 69 minutes against a roughly 70-minute critical path, so it has very little margin for setup or run-to-run variance. I would validate the combined job's tail, not only add the two observed durations, and check that the second test group still executes when the first fails. Also measure simultaneous workflows, since lowering one run's peak does not by itself cap repository-wide overlap.
