Review Comment:
We should move the script block of `test_spark_native_bundle` after the
block `test_spark_hadoop_mr_bundles`. The Flink 2.x entry disbling the other
bundling validation is an pre-existing issue, a regression from #19655 on
master. We should fix that and let Spark 3.5 bundle validation run with Flink
1.x, and add a new Flink 2.x matrix.
