The bundle validation base image
(`packaging/bundle-validation/base/Dockerfile`) is built on Alpine, so its
three JVMs are musl builds. Bundles that carry native libraries cannot be
exercised in it: the Spark native bundle's `libcomet.so` is linked against
glibc and fails to load, so `validate.sh` has to skip the Comet query on the CI
image, and the Hadoop natives never load either.
Two smaller defects live in the same file: the Scala 2.13 Spark download
condition is written as `[ a && b ]`, which the shell rejects ("missing ]") so
it is always false and a Scala 2.13 image gets the Scala 2.12 Spark build, and
the per-run Dockerfile's `wget -t=3` only parses on busybox.
Proposal: build the base image on a glibc distribution with Java 8 as the
default runtime and Java 11 and 17 at the paths `validate.sh` already switches
to, fix the two shell issues, and rebuild the published tags from it one at a
time.
