Verified this through the CLI: both the evidence-conflict code and
`mismatch_result="UNVERIFIED"` are needed here, since final reconciliation
checks comparison results separately from finding status. The identity-only
mismatch now returns `REVIEW_REQUIRED / UNVERIFIED / UNVERIFIED` with
`identity-1` provenance preserved. Adding an independent table-type conflict
still returns `BLOCKED / CONFLICT / MIGRATION_REQUIRED`, consistent with the
documented conflict precedence. This change looks correct.
