Tiering awareness only exists at bootstrap time — a partition is tagged cold or not during registration, and there's no mechanism to reclassify it afterward except the explicit admin move. So R12 conflicts with R4 and R5: insert_overwrite can't seamlessly promote a sealed partition, because nothing in the write path re-evaluates its tier.
