### Task Description **What needs to be done:** Add the first set of contributor development skills under `.claude/skills/`: a `start-dev` entry point plus skills for building and testing (`build-hudi`), authoring and hygiene (`author-changes`, `develop-changes`), review (`review-pr`, `pr-correctness-review`), backports (`port-fixes`), performance claims (`prove-performance`), PR mechanics (`create-pr`), and agent workflow (`quiet-build`, `manage-agents`). `.gitignore` ignores `.claude` today, so it needs a carve-out for `.claude/skills/`. **Why this task is needed:** It is the initial content for the story; later skills build on the same layout. ### Task Type Other ### Related Issues **Parent feature issue:** #20446 -- This is an automated message from the Apache Git Service.
