## Description
closes #886
Stacked on #877, #878 and #887, review those first; this PR's own change is
the last commit.
Adds a short Python quick start near the top of the README: create a table,
append, upsert, delete, then read back the records written after the first
commit using the write result's `completion_time`. The intro now says the
project writes tables from Rust and Python, not only reads them. The full write
reference stays in the existing "Writing Tables" section.
