URL: https://github.com/apache/hudi-rs/pull/940

   ## Description

   closes #936

Adds a features table near the top of the README (table types, read and
write table versions, queries, writes, metadata table, base file formats,
storage, APIs), a Rust version of the quick start, a requirements section that
takes over the crate-features paragraph, a documentation section linking
docs.rs, the Python stubs, the website quick start, and the in-repo specs, and
a project layout table. The reference sections below are unchanged. A note says
the write APIs ship in 0.6, since the published crate and wheel do not have
them yet; until then the Rust quick start depends on the git repository.

   ## How are the changes test-covered

   - [ ] N/A
   - [ ] Automated tests (unit and/or integration tests)
   - [x] Manual tests
     - [x] Details are described below

The Rust quick start was extracted from the README into a new crate set up
with the README's `cargo add` commands (so `hudi` comes from the git
repository) and run; it prints `1 1` and `2 3` as its comments say. The
table-version, format, and binding claims were checked against the version
validation, the write-path checks, and the C++ and C ABI surfaces.
