### Change Logs
Changes include:
1. Refactor: Replace the `needsUpgradeoRDowngrade` function with
`needsUpgrade` and `needsDowngrade` functions.
3. Bug fix: When the upgrade is attempted, but the target table version is
lower than the current table version, say, from 9 to 6, previously we just
don't upgrade, and proceed to write; but it could cause some issues with write
version 6. In this case, we fail the write, and warn that the write version
should be the same as the table version to avoid data issues.
### Impact
1. Less bugs.
2. Better readability.
