that will make the system less sustainable as new process intance would need
to implement it one way or another. adding it as capability will spread the
logic related to process instance set of operations across the system making
things worse Unfortunately this is an intrinsic part of process state handling
so implementations should support this. This is not about to have an extra
capability. This is required by the system in order to work properly (engine
level)
