TLX: I'm going to focus this ticket on stacks which are stuck in
DeferredCompletionFailureHandler and similar, where RequestProcessor threads
and AWT threads are waiting for something in the background which should either
be faster, not be blocking, or not be happening. I'll open a separate ticket
for the Active Reference Queue issue(s) if we get through this one.
