   ## Summary
   
    `wd_start_next()` calculates the next timeout relative to the watchdog's 
previous expiration time.
   
     When `delay` is zero, the expiration time does not advance. If it is 
called from an expiration callback, the watchdog is reinserted with an 
expiration time that has already elapsed. `wd_expiration()` can therefore 
repeatedly execute the same callback without leaving the interrupt context.
   
     Reject non-positive delays with `-EINVAL` so that every successful 
`wd_start_next()` call advances the expiration time.
   
     Also update the API documentation to clarify that `delay` must be positive.
   
   ## Impact

   ## Testing
   
   Build host: macOS 26.6.2 ARM64, Apple Clang 21.0.0.
   Target: sim:ostest.
   Build: make completes successfully with LD: nuttx.
   Static checks: nxstyle, checkpatch pass.
   Runtime smoke test: ./nuttx starts and proceeds through enabled OSTest cases 
without an assertion in the observed run.
