## Summary
- the MAC network device and the two loopbacks never set IFF_RUNNING
- routing by address skips a device that is not running, so connect()
failed with ENETUNREACH
## Impact
TCP/UDP connect() over wpan0 and the loopbacks works without an explicit
route
## Testing
sim:sixlowpan and sim:pktradio loopback, nrf52840-dk:ieee802154_6lowpan TCP
connect to another node.
