## Summary
Add the a2g-tc397xa-3v3-tft board (TC397 Application Kit) on top of
https://github.com/apache/nuttx/pull/21040.
It shares the CPU0 memory map and the ASCLIN0 console
pins (P14.0/P14.1) with the TC375 Lite Kit, so it reuses the same
linker script layout and only selects the TC397 chip. With TASKING
that builds for tc39x.
## Impact
New board and the TC3X_CHIP_TC397 Kconfig option only.
## Testing
a2g-tc397xa-3v3-tft:nsh builds with GCC 11.3.1, HighTec clang 10.2.0
and TASKING v6.4r1, with Make and CMake. Not runtime tested, no
TC397 hardware was available.
