Review Comment:
`ResourceUtilizationInfo` holds the static variable `_instanceDiskUsageInfo`
that stores the info of all servers. We can't assert any value unless
explicitly acquire a lock and set a value. However if the servers involved in
the rebalance are unique in all the tests, than likely we could expect
`_totalSpaceBytes == -1` and have the fail message.
I can add the comment addressing the assumption and add the assertion after
#15233 merged
