Thanks for this enhancement @J-HowHuang, I think this will be super useful
to have! Let's also update the `externalViewStabilizationTimeoutInMs` API param
docs for the `POST /tables/{tableName}/rebalance` controller endpoint (in
`PinotTableRestletResource`) to document this new behavior.
