Jackie-Jiang opened a new pull request, #20097:
URL: https://github.com/apache/pinot/pull/20097

A concurrent IdealState write after a force commit can make rebalance retry
the same movement and force commit the partition's successor again. Remember
force-committed partitions across retries and recalculations, clearing each
partition only after its consuming segment successfully moves. Newly selected
partitions and later movement steps still receive their own force commits.

Add deterministic regression coverage for repeated write conflicts,
conflicts during a later movement step, and deferred partitions. Strengthen
integration assertions to check every original partition, including
`includeConsuming=false`, while retaining the exact one-rollover assertion for
single-step moves.

   Fixes #20095.

   Validation on JDK 25:
   - 22 focused controller tests passed, including 8 new regression cases.
   - 4 regular and pauseless force-commit integration cases passed.
   - Scoped Spotless, Checkstyle, license formatting, and license checks passed.
   - Compilation used `maven.compiler.showDeprecation=true` and
`maven.compiler.showWarnings=true`; no warnings on added lines.
