Current code did not handle the proactive clean-up correctly
for lineage entries with REVERTED state.
- Added the proactive clean-up for 'segmentsTo' for REVERTED
during the startSegmentReplacement API call.
- Added the proactive clean-up for 'segmentsTo' during the
revertSegmentReplacement API call.
- Added unit test.
