Additionally, tools.yml ships with a hardcoded default:
accessKey: rocketmq2
When ACL is enabled, mqadmin commands fail with "User:rocketmq2
is not found" because no corresponding ACL account exists. Including
a matching rocketmq2 account in the sample plain_acl.yml would
prevent this.
