Implemented in #2676. The import path now isolates unexpected provider/persistence failures to the affected region or instance, continues with the remaining catalog rows, deduplicates repeated rows, and returns bounded failure details with a complete `failedCount`. The UI also distinguishes a partial/failed import from the all-already-exist case. Local validation passed: the focused service tests, the full server suite (1,794 tests, no failures/errors), the focused frontend tests (29 tests), TypeScript, ESLint (0 errors), Prettier, Vite build, and `git diff --check`.
