CI status for head `71a0e31`: [run 36210135319](https://github.com/apache/rocketmq-dashboard/actions/runs/36210135319) ended with `startup_failure` before any jobs started. The annotation says `docker/setup-buildx-action@v3` and `docker/build-push-action@v6` are not allowed by the Apache enterprise Actions policy. The CI workflow is identical on this PR and its current base. This is the same workflow-policy blocker previously recorded in https://github.com/apache/rocketmq-dashboard/pull/5104#issuecomment-5836833424. The local test results in the PR description do not establish an upstream CI pass; CI remains pending resolution of that policy/workflow mismatch.
