## What is the purpose of the change When every broker master fails to return LiteInfo, the LiteTopic list and quota APIs currently return successful empty or zero-valued results. This hides a broker outage as an absence of data. This change complements #4566, which allows the APIs to continue when only some masters fail. ## Brief changelog - Return 502 when no master provides a non-null LiteInfo response. - Preserve partial results when at least one master responds. - Keep an empty topic list valid when a broker responds with no parent topics. - Add regression tests for all-master failure and a valid empty response. ## Verifying this change - `cd server && mvn -Dtest=RocketMQLiteTopicProviderTest,LiteTopicServiceTest,LiteTopicControllerTest test` (48 tests passed; zero Checkstyle violations) - `git diff --check` - Not tested against a live multi-broker cluster. -- This is an automated message from the Apache Git Service.
